I can only assume this is a temporary condition, as Microsoft has stated again and again how much its users love to customize their PCs with <a href=\"http:\/\/www.winsupersite.com\/win7\/win7_7068_06.asp#\">photos<\/a> and other wallpapers. As one might expect, Home Basic is much like Starter in other areas.
